What I can do for you

Services for organisations

Two decades of managing information systems, enterprise PMOs and cyber risk — across the public sector, academia and industry. I work with organisations that have a core system that needs to change, a technology project that needs someone to own it from specification through rollout, or a leadership team that needs to understand what is actually happening in its technology layer.

Eight areas

Service areas

Strategy & digital transformation

Translating business goals into a technology roadmap you can actually track.

  • Current-state assessment: systems, processes, interfaces and gaps
  • A multi-year technology roadmap with milestones
  • Defining success metrics (KPIs) to oversee progress and investment
  • Core-systems modernisation and data strategy

Establishing and running an enterprise PMO

From methodology to the work plan that actually gets executed.

  • Standing up a PMO from scratch: procedures, templates, project life cycle
  • Writing annual and multi-year work plans
  • Cross-organisational project and stakeholder management
  • Embedding Agile, Scrum and DevOps in existing teams

Salesforce and CRM implementation

From brief and tender through to full rollout — including managing the vendor.

  • Writing the brief and the full functional specification
  • Running the tender, vendor interviews and proposal evaluation
  • Guiding the implementation: lead management, sales cycle, price books, automations and omni-channel
  • Delivery, acceptance, performance and security testing; defining SLA and warranty terms
  • Rollout, user training and documentation

Cyber risk management & IT governance

Making risk something you can supervise — not a document on a shelf.

  • Building an organisation-level cyber risk management framework
  • Writing procedures and embedding them in the working routine
  • Courses and workshops for activity managers and middle management
  • IT Governance and regulatory compliance
  • Project-level risk management plans

AI training for organisations

A practical workshop that teaches staff to work smarter — and to build their own tools, not just be impressed by magic.

  • A plain-language introduction: from the perceptron to the neural network, and on to ChatGPT and Claude
  • The iron rules of a winning prompt — role, task, context, format
  • A live demo marathon tailored by function: management and operations, engineering, HR, development
  • Informed scepticism: hallucinations, verifying outputs, and what must never go into a model
  • Embedding AI into the organisation’s core processes, not just as a personal tool
  • Vibe coding — building working software by describing intent in plain language: Claude Code, Cursor, v0 and their peers
  • What vibe coding suits and what it does not: prototypes, internal tools and automations versus a production core system
  • Vibe-coding governance: code review, secrets and keys, code ownership, technical debt and information security
  • How a non-developer in the organisation builds their own working tool — and when to hand it to IT

Enterprise GIS & geo-informatics

Location-based systems, from the field to the national database.

  • Specifying and managing development of enterprise GIS systems
  • Migration to an open-source environment (QGIS, PostGIS)
  • Building, cleansing and validating geographic databases
  • Cadastre and national geographic data

Academia–industry programmes & PBL

Standing up a projects centre that creates real value for both sides.

  • Establishing a projects and industry collaboration centre — model, procedures and evaluation processes
  • Training instructors and domain coordinators
  • Connecting companies with student teams, including an NDA model
  • Organising conferences and matching events

Executive and board advisory

Translating technology into language a board can decide on.

  • Translating technological risks and opportunities into executive language
  • Oversight of technology budgets and IT investments
  • AI Governance and controlled, ethical adoption
  • Independent opinions on engagements, vendors and technology tenders

Method

How I work

The same sequence in every engagement — whether it is a national system or a one-hour workshop. The difference is depth, not steps.

  1. 01

    Assess

Understanding the current state: processes, systems, interfaces, people and constraints. A stage of asking far more than talking.

  2. 02

    Specify

Needs analysis and a specification — functional and technical — you can run a tender on, or start building from.

  3. 03

    Roadmap

Prioritisation, milestones, timelines and success metrics. What we do now, what waits for phase two, and how we will know it worked.

  4. 04

    Execute & manage vendors

Managing the development team or integrator, negotiation, deliverable control, delivery and acceptance testing, security and SLA.

  5. 05

    Roll out & train

Handing the system to its users: documentation, workshops, close support through the first weeks.

  6. 06

    Measure

Back to the KPIs defined at stage 03, and an honest check: is this system actually working for the organisation.

Engagement formats

Ongoing engagement

A steady presence through the life of the project or the organisational change

  • End-to-end project management
  • Outsourced PMO leadership
  • Monthly executive advisory

Defined project

One deliverable, a clear timeline, a price known up front

  • Specification or brief document
  • Tender and proposal evaluation
  • Current-state review and roadmap
  • Risk management plan

Training & workshops

A single session or a series — face-to-face or hybrid

  • AI in the workplace workshop
  • Vibe coding workshop — building a working tool without writing code
  • Cyber risk management workshop
  • Project management course
  • Innovation and GIS lectures

Types of organisation

Who this suits

  • Government bodies and agencies operating public information systems
  • Local authorities and municipal corporations
  • Mid-sized organisations with a core system that needs modernising
  • Academic institutions seeking industry collaboration
  • Nonprofits and third-sector organisations needing management infrastructure
  • Boards needing an independent technology opinion

Track record

What this rests on

Every service here is grounded in something I have actually delivered, not in theory.

Salesforce-based sales and marketing system

Survey of Israel

Led a project unifying all sales interfaces of an organisation with hundreds of products and roughly NIS 20M in annual revenue — from brief and tender, through architecture specification, SLA and testing, to rollout and training.

Enterprise cyber risk management framework

2023–present

Developed and implemented organisation-level cyber risk procedures, including courses and workshops for the management tier.

AI in the workplace workshop

March 2026

A workshop I built and delivered to Survey of Israel staff: an introduction to AI, prompt engineering, live demos by function, and grounded scepticism about hallucinations and information security.

Products I built by vibe coding

PMO++ · Medic Practice · QuizMaster

Three complete systems I developed myself this way — an enterprise project management platform with an RTL Gantt chart and a risk engine, a paramedic training app with voice anamnesis, and an AI-driven quiz generator. This site too. That is what the workshop teaches.

The National Cadastral Database

2015–2018

End-to-end development management of a national system — POC, needs analysis, technical specifications, work with Enterprise Architecture and leading a development team.
